It was a bit surprising and confusinsg to see headlines popping up about the Ontario SPCA backing off farmed animal investigations, and not laying any charges in a clear hoarding situation. In trying to learn more, we realized that the issue is complex both in how cruelty laws work in Canada, and in the politics of changing them.
