British Columbia releases community-level black bear data

For the first time, the British Columbia Conservation Officer Service (BCCOS) has published community-level data showing where black bears are killed by conservation officers in the province. The BCCOS has historically published black bear statistics for the entire province, but an update in January 2025 revealed a new addition of a list of the specific communities where black bears were killed in 2024.

The Fur-Bearers commends the BCCOS’s move towards transparency and providing this key dataset to the public. It will allow citizens, local governments, and community groups to identify areas where more attention is needed to help protect black bears.

Why this data matters

Every year in British Columbia, hundreds of black bears are killed by conservation officers, often in needless, preventable deaths. While the circumstances into the killings vary, The Fur-Bearers identified a need to examine where the issues were occurring so that our organization, and other stakeholders, could take steps to address the problem.

Background: Why access to community-level black bear data is so important

In 2022, we published seven years of community-level data (2015-2021) that we obtained through a freedom of information (FOI) request. This was the first time that British Columbians could see where black bears were being killed in the province. We published this information for three years, with dozens of news articles disseminating the information to British Columbians, leading to broad awareness of the problem across the province, and prompting citizens and municipalities to work together towards solutions in their communities.

In 2024, The Fur-Bearers encountered challenges in obtaining the complete list of communities through FOI, and identified data discrepancies in the statistics received through FOI and the statistics publicly posted by the agency. In response to these issues, we called on the BCCOS to proactively disclose its community-level black bear data, arguing that this data is in the public interest and should be made easily accessible.

We want to express our thanks to the BCCOS for taking our concerns seriously and providing this information to the public.

The work to protect BC’s black bears continues

The Fur-Bearers will continue to update the table annually on our BC Black Bears page so that citizens, local governments, community groups, and researchers can easily access current and historical data in their communities. Since 2022, citizens and volunteers have distributed over 10,000 educational door hangers to residents across British Columbia, with targeted educational efforts in those communities where black bears have been killed at disproportionately high rates.

We’ve supported citizens, municipalities, and local organizations in their efforts in bringing in changes to protect black bears in their communities. We know that basic measures work in reducing needless black bear deaths: managing attractants and not feeding wildlife, having wildlife attractant bylaws in place with sufficient enforcement, effective education for residents and businesses, and wildlife-resident garbage bins with proper waste management. However, an essential part of protecting black bears also involves shifting the narrative that they are inherently dangerous. Black bears are highly intelligent animals, capable of learning boundaries and do not pose a threat simply because they are present.

While the number of black bears killed by conservation officers last year was historically low, (303 bears killed in 2024), it is important to continue to work for changes that will help protect black bears in BC. The Fur-Bearers will continue to provide education and support to communities, and we’ll continue to hold the BCCOS accountable for the use of lethal force in many incidents involving bears, especially when non-lethal approaches are not exhausted by officers.
